Police identify 57-year-old woman as the victim of NYC fatal subway burning

The woman who was killed when a man intentionally set fire to her while she was sleeping on a New York City subway train earlier this month has been identified as Debrina Kawam, police said.
The 57-year-old woman resided in New Jersey, the New York Police Department told CNN. Police initially said Kawam was 61.
The New York City Office of the Medical Examiner determined the woman died by homicide caused by thermal injuries and smoke inhalation, according to a complaint filed in Brooklyn Criminal Court.

Sebastian Zapeta-Calil, a 33-year-old undocumented migrant accused of killing Kawam, was indicted Friday on charges of first- and second-degree murder and arson. He has yet to enter a plea and is due to be arraigned January 7.
During his initial court appearance, Zapeta-Calil claimed to have no knowledge of the incident, noting his alcohol consumption. Zapeta-Calil did identify himself in photos related to the attack, said Assistant District Attorney Ari Rottenberg.
CNN has reached out to Zapeta-Calil’s attorney for comment.

President Donald Trump ordered the dismantling of news agency Voice of America, the U.S.’s state-funded media outlet that Trump has railed against for promoting biased media reports.
“Voice of America has been out of step with America for years. It serves as the Voice for Radical America and has pushed divisive propaganda for years now,” a senior White House official told Fox News Digital.
Trump signed an executive order on Friday that commands the dismantling of seven government offices, including the United States Agency for Global Media, which is the parent company of Voice of America (VOA) and Radio Free Europe/Radio Liberty.
“The non-statutory components and functions of the following governmental entities shall be eliminated to the maximum extent consistent with applicable law, and such entities shall reduce the performance of their statutory functions and associated personnel to the minimum presence and function required by law,” the EO reads.
Kari Lake, whom Trump named as the VOA’s next chief in December, is currently serving as senior advisor at the U.S. Agency for Global Media and told employees to “check your email” for more information on their employment futures.
“The President has issued an Executive Order titled Continuing the Reduction of the Federal Bureaucracy. It affects USAGM and its outlets VOA and OCB. If you are an employee of the agency please check your email immediately for more information,” Lake, who is also a former news anchor and Republican Arizona political candidate, posted to X. OCB refers to the Office of Cuba Broadcasting, which is a Spanish language, government-funded radio and TV broadcaster that operates Radio and TV Martí in Miami, Florida.
Employees received an email on Saturday detailing that their employment was terminated, the Wall Street Journal reported, though it is unclear how many employees were affected.
The U.S. Agency for Global Media and Lake issued a press release on Saturday saying the agency is “not salvageable.”
“From top-to-bottom this agency is a giant rot and burden to the American taxpayer—a national security risk for this nation—and irretrievably broken. While there are bright spots within the agency with personnel who are talented and dedicated public servants, this is the exception rather than the rule,” the press release said.

Published March 15, 2025, 8:07 p.m. ETA federal judge temporarily blocked President Trump on Saturday from invoking the 18th century Alien Enemies Act to swiftly deport alleged Venezuelan gang members without a hearing – ordering any flights carrying the supposed criminals to turn around.
US District judge James Boasberg quickly ordered the Trump administration to halt all removals after the commander in chief signed off on a presidential action invoking the 1798 law – aimed at targeting Venezuelan prison gang Tren de Aragua, The Washington Post reported.
The chief judge in the District of Columbia said he heard that “flights are actively departing” and directed US officials to have planes in the air carrying migrants returned to the United States, the outlet reported.
The temporary ruling will put a 14-day restraining order on use of the wartime act, which the Trump administration hopes to use to deport any migrant it identifies as a gang member without following normal criminal and immigration channels.
A new hearing has been scheduled for Friday as a pause will be put in place for those deported under the Alien Enemies Act.
“I do not believe I can wait any longer and am required to act,” Boasber (sic) said during a hearing Saturday night.
Boasberg’s ruling came in response to a lawsuit filed by the American Civil Liberties Union and Democracy Forward challenging the removal of five Venezuelan men under the centuries-old law — which was reportedly signed on Friday.
Before the early evening ruling blocking the use of the act, an emergency hearing was held Saturday morning. At it the judge barred the removal of the five migrants named in the legal challenge, which Trump’s administration has already appealed.
The Alien Enemies Act has only been used three times before in American history, all during wartime. President Franklin D. Roosevelt was the last president to do so following the attack on the Pearl Harbor naval base, dragging the US into World War II.Trump’s proclamation’s language, however, contends the gang is effectively at war with the United States and Venezuelan nationals are now “liable to be apprehended, restrained, secured, and removed as Alien Enemies.”
“Over the years, Venezuelan national and local authorities have ceded ever-greater control over their territories to transnational criminal organizations, including TdA,” Trump’s statement reads.
“The result is a hybrid criminal state that is perpetrating an invasion of a predatory incursion into the United States, and which poses a substantial danger to the United States.”

About a dozen people were cuffed as they clashed with NYPD officers during a demonstration in support of former Columbia University student Mahmoud Khalil on Tuesday afternoon, police said.
Cops swarmed in to make arrests after throngs of protesters blocked a downtown Manhattan street, despite repeated warnings from police to clear the roadway.
One keffiyeh-clad rabble-rouser was tackled to the ground by a pair of officers during his arrest. Move, cops, get out the way, we know you’re Israeli-trained,” some protesters taunted during the tense, caught-on-video scene where police blocked protesters from entering City Hall Park. “Oink, oink, piggy, piggy. We’re gonna make your lives s–tty.”
Cops blared a message on a loop warning protesters that if they remained in the roadway, they were going to be arrested and slapped with disorderly conduct charges.
The NYPD said late Tuesday one person was hit with disorderly conduct and obstructing governmental administration charges and another 11 were issued summonses.

Federal judges who have ruled against the Trump administration this year are confronting a wave of threats, potentially compromising their personal safety and the independence of the judiciary.
The sister of Supreme Court Justice Amy Coney Barrett received a bomb threat earlier this month, and lower court judges who hit pause on some of President Trump’s efforts to dismantle federal agencies and programs have been singled out on social media.
Republican lawmakers close to the president even have proposed impeachment proceedings against a few of those judges, who serve for life.
Elon Musk, who oversees the Department of Government Efficiency making cuts to federal agencies, himself has repeatedly posted on social media about impeaching judges who delay or block parts of Trump’s agenda.
Early threats
One thing stands out to legal experts: these attacks on judges are coming at a very early stage in the legal process — often, before the Supreme Court weighs in as the final decider.
“We have a system of justice that allows for appeals,” Judge Jeffrey Sutton, chief judge of the Sixth Circuit Court of Appeals, told reporters this week. “That’s typically the way it works. Impeachment is not and shouldn’t be a short-circuiting of that process. And so it is concerning if impeachment is used in a way that is designed to do just that.”
The Courts Alone Can’t Stop Trump’s Overreach

In his first days and weeks in office, President Donald Trump has launched a barrage of executive orders and actions to radically remake the federal government – many of which may tread on the Constitution’s separation of powers.
State governments, community and advocacy groups and ordinary citizens have filed a raft of legal challenges, and courts have ordered that some of the president’s actions be put on hold – at least temporarily. On Thursday morning, a federal judge in California is expected to weigh continuing or expanding a temporary restraining order against the Trump administration in a lawsuit challenging the mass firing of federal workers.
As a scholar of the federal judiciary, however, I expect the courts will be of limited help in navigating the complicated new political landscape of a president seeking unprecedented executive powers.
For starters, the U.S. Supreme Court in recent years has moved sharply to the right and approved of past efforts to expand the powers of the presidency. But it’s not just a question of right-leaning justices going along with a right-leaning president.
Regardless of the ideological makeup of courts, an arguably bigger challenge is speed. The Trump administration is moving much faster than courts can. Another obstacle is authority: The courts’ ability to compel government action is both limited and slow.
Trump, Vice President JD Vance and “special government employee” multibillionaire Elon Musk have indicated that they are ready to ignore court rulings and have even threatened to try to impeach judges who don’t rule in their favor.

Two principals in a Texas school district are facing criminal charges after allegedly violating state election laws by using their school emails to urge staff to vote for candidates who oppose school choice.
Alexander Elementary School Principal Lindsey Lujan and Borman Elementary Principal Jesus Lujan, who are married, work in the Denton Independent School District.
The two administrators emailed staff in February encouraging them to vote in March’s Republican primary election for candidates who oppose GOP Gov. Greg Abbott’s school voucher plan, court documents show, according to Fox 4.

Texas Republican Attorney General Ken Paxton filed a lawsuit against Denton ISD in response to the emails, which were leaked in February. Paxton’s office and the school district later reached a settlement.
The principals were charged with unlawful use of an internal mail system for political advertising, a Class A misdemeanor. The charge carries a maximum penalty of up to a year in jail and a $4,000 fine.
The Texas American Federation of Teachers, a teachers union, claimed the charges represent a “politically motivated legal attack.”
