Sayfullo Saipov, 29, had the notes written in Arabic inside his Home Depot rental truck along with a picture of the ISIS flag, according to law enforcement sources.
The handwritten notes indicated that he had pledged allegiance to the terror group, the sources said.
The New York Times reported Tuesday night that Saipov had previously been on the radar of law enforcement as a result of an unrelated investigation.
It wasn’t clear if Saipov was the main target of that probe or just an associate of another figure being investigated, according to the report, which cited unnamed sources.
The New Jersey mosque that New York City terror suspect Sayfullo Saipov reportedly attended has been under surveillance by the New York Police Department since 2005, according to a published report.
The Omar Mosque in Paterson, N.J., located near Saipov’s home, is among multiple Muslim houses of worship in the New York metro area being studied by the NYPD as possible locations for “budding terrorist conspiracies,” NorthJersey.com reported.
An NYPD report from 2006 doesn’t link any criminal activity to the mosque, but says it “is believed to have been the subject of federal investigations.”
In the wake of Tuesday’s deadly truck attack in Lower Manhattan, police and the FBI swarmed areas in New Jersey to which Saipov was believed to have ties. They included the mosque, an apartment building, and other residences and storefronts.

Authorities said at least eight people died and nine were injured after a driver plowed into a bike path in New York on Tuesday afternoon. Police said they have taken a person, who was shot twice, into custody.

The FBI is investigating the incident as terrorism, Fox News has learned. It is being jointly investigated by both the New York Police Department and the FBI.
The Department of Homeland Security said its acting secretary, Elaine Duke, has also been briefed on “the apparent act of terrorism” and is “closely monitoring the situation and working with our federal, state and local partners in responding to and investigating this tragedy.”
“We have recently seen attacks like this one throughout the world,” the department said in a news release. “DHS and its law enforcement partners remain vigilant and committed to safeguarding the American people.”

The FBI agreed to pay Steele to continue his work in October 2016, as it was investigating possible Russian interference in the U.S. presidential election, but ultimately scrapped the agreement without paying him. How do we know they didn’t?

The broader intelligence community found the allegations sufficiently credible that they gave classified briefings to members of Congress and, in January, days before the inauguration, presented a two-page synopsis to then-President Obama and President-elect Trump. Many of those details have since been confirmed, though the dossier’s most outrageous claims have not. The overall legitimacy of that intelligence, including allegations that Russia may have compromising personal and financial information about the current president, remains a matter of significant public concern.
The House Intelligence Committee said Saturday it has struck a deal to gain access to bank records from Fusion GPS, the firm behind the salacious anti-Trump dossier.
The company had recently attempted to block the committee’s subpoena for its banking records.
“The parties have reached an agreement related to the House Intelligence Committee’s subpoena for Fusion GPS’s bank records that will secure the Committee’s access to the records necessary for its investigation,” the intelligence committee said in a statement released Saturday.

The Obama Administration’s latest gift to the former IRS tax-exempt chief came recently when U.S. Attorney for the District of Columbia Ron Macheninformed the House of Representatives that he would not file charges on its formal contempt citation against Ms. Lerner. This absolution, which shields Ms. Lerner from a grand jury probe, came on Mr. Machen’s final day on the job.
An off shoot to this affair is the destruction of emails by government employees destroying their illegal actions which is prima facie evidence of their criminality.

But conservatives are intent on exploring Mr. Koskinen’s actions after the IRS was ordered to preserve and turn over documents related to targeting of tea party groups — and particularly emails from former senior executive Lois G. Lerner. Mr. Koskinen’s accusers say he failed to comply with a congressional subpoena on those documents, and instead allowed backup tapes of the emails to be destroyed.
He also said his agency was unable to find the backups of some of Ms. Lerner’s emails — but the IRS’ own internal auditor was able to discover thousands of them with little effort. The internal auditor concluded that the agency erased 422 backup tapes that should have been protected by the subpoena.
