THE H-1B VISA PROGRAM – THE WRITING IS ON THE WALL

The H-1B is a visa in the United States under the Immigration and Nationality Act, section 101(a)(17)(H) which allows U.S. employers to employ foreign workers in specialty occupations. If a foreign worker in H-1B status quits or is dismissed from the sponsoring employer, the worker must either apply for and be granted a change of status, find another employer (subject to application for adjustment of status and/or change of visa), or leave the United States. Effective January 17, 2017, USCIS modified the rules to allow a grace period of up to 60 days but in practice as long as a green card application is pending they are allowed to stay. In 2015, there were 348,669 applicants for the H-1B filed of which 275,317 were approved.

The regulations define a “specialty occupation” as requiring theoretical and practical application of a body of highly specialized knowledge in a field of human endeavor including but not limited to biotechnology, chemistry, architecture, engineering, mathematics, physical sciences, social sciences, medicine and health, education, law, accounting, business specialties, theology, and the arts, and requiring the attainment of a bachelor’s degree or its equivalent as a minimum (with the exception of fashion models, who must be “of distinguished merit and ability”). Likewise, the foreign worker must possess at least a bachelor’s degree or its equivalent and state licensure, if required to practice in that field. H-1B work-authorization is strictly limited to employment by the sponsoring employer.

On March 3, 2017 the U.S. Citizenship and Immigration Service announced on their website that starting from April 3, 2017 they would temporarily suspend premium processing for all H-1B visa petitions until further notice. On April 18, 2017 President Trump signed a “Buy American, Hire American” Executive Order which sets broad policy intentions directing federal agencies to propose reforms to the H-1B visa system.

The raison d’être for American companies to request H-1B visas for foreign subjects is two fold. One, the companies find it cheaper to hire a foreigner and number two, companies can’t find Americans with similar qualifications. This seems odd at first look, but once delved into the reason is crystal clear.

Adding to the chaos are the number of STEM visas which have risen at a parabolic rate during the past couple of years. It is important to note that almost 60% are from China and India. 

On the home front less than 3.5% of college graduates majored in computer sciences and information technologies. These are technologies targeted by foreign countries. This is a sad story, but one that has to be told. Many factors play a part in this dismal statistic, but there is one standout; our education system does not have the discipline needed to keep up with the rest of the world. In fact our college educated barely compete in STEM. In the next thirty years we will see the downside when the behemoths of China and India become hegemonic in the spheres of influence that matter most.  Taking a myopic view one does not see what the future holds, but with foreigners leaping us by leaps and bounds it does not look good at this point in time.

How do U.S. students compare with their peers around the world? Recently released data from international math and science assessments indicate that U.S. students continue to rank around the middle of the pack, and behind many other advanced industrial nations.

One of the biggest cross-national tests is the Programme for International Student Assessment (PISA), which every three years measures reading ability, math and science literacy and other key skills among 15-year-olds in dozens of developed and developing countries. The most recent PISA results, from 2015, placed the U.S. an unimpressive 38thout of 71 countries in math and 24th in science. Among the 35 members of the Organization for Economic Cooperation and Development, which sponsors the PISA initiative, the U.S. ranked 30th in math and 19th in science.

Younger American students fare somewhat better on a similar cross-national assessment, the Trends in International Mathematics and Science Study. That study, known as TIMSS, has tested students in grades four and eight every four years since 1995. In the most recent tests, from 2015, 10 countries (out of 48 total) had statistically higher average fourth-grade math scores than the U.S., while seven countries had higher average science scores. In the eighth-grade tests, seven out of 37 countries had statistically higher average math scores than the U.S., and seven had higher science scores.

Another long-running testing effort is the National Assessment of Educational Progress, a project of the federal Education Department. In the most recent NAEP results, from 2015, average math scores for fourth- and eighth-graders fell for the first time since 1990. A team from Rutgers University is analyzing the NAEP data to try to identify the reasons for the drop in math scores.

The average fourth-grade NAEP math score in 2015 was 240 (on a scale of 0 to 500), the same level as in 2009 and down from 242 in 2013. The average eighth-grade score was 282 in 2015, compared with 285 in 2013; that score was the lowest since 2007. (The NAEP has only tested 12th-graders in math four times since 2005; their 2015 average score of 152 on a 0-to-300 scale was one point lower than in 2013 and 2009.)

Looked at another way, the 2015 NAEP rated 40% of fourth-graders, 33% of eighth-graders and 25% of 12th-graders as “proficient” or “advanced” in math. While far fewer fourth- and eighth-graders now rate at “below basic,” the lowest performance level (18% and 29%, respectively, versus 50% and 48% in 1990), improvement in the top levels appears to have stalled out. (Among 12th-graders, 38% scored at the lowest performance level in math, a point lower than in 2005.)

NAEP also tests U.S. students on science, though not as regularly, and the limited results available indicate some improvement. Between 2009 and 2015, the average scores of both fourth- and eight-graders improved from 150 to 154 (on a 0-to-300 scale), although for 12th-graders the average score remained at 150. In 2015, 38% of fourth-graders, 34% of eighth-graders and 22% of 12th-graders were rated proficient or better in science; 24% of fourth-graders, 32% of eighth-graders and 40% of 12th-graders were rated “below basic.”

These results likely won’t surprise too many people. In a 2015 Pew Research Center report, only 29% of Americans rated their country’s K-12 education in science, technology, engineering and mathematics (known as STEM) as above average or the best in the world. Scientists were even more critical: A companion survey of members of the American Association for the Advancement of Science found that just 16% called U.S. K-12 STEM education the best or above average; 46%, in contrast, said K-12 STEM in the U.S. was below average.

LONDON SUBWAYS SHUTTING DOWN

Once again, London was the scene of a terrorist attack. The infamous tube was the target; over 30 individuals were injured by a bucket bomb. The culprits are in custody; an eighteen and twenty one year old to boot. Although the perpetrators have not been outed, you can bet your last dollars it was Mohammed who was responsible for the heinous attack. The Parson Green station was in pandemonium.

The arrests are part of a major manhunt for the perpetrators of Friday’s attack. Police had previously arrested an 18-year-old suspect in the departure area of the port of Dover on Saturday. Dover is major port town about 80 miles southeast of London. The teen was taken into custody “on suspicion of being concerned in the commission, preparation or instigation of acts of terrorism,” authorities said.

Previously the London Mayor had this to say.Mayor Sadiq Khan (a MUSLIM) warned Londoners that terrorist attacks are “part and parcel” of living in a big city in the wake of the September bombing in New York City. “It is a reality I’m afraid that London, New York, other major cities around the world have got to be prepared for these sorts of things,” Khan told the Evening Standard.

And the usual response in this weekends blast. Sadiq Khan has condemned “hideous” terrorism after today’s incident on the Tube, adding: “We will never be defeated.”  How’s that?

At last count Muslims make up approximately 13% of London’s population. Big Ben must be singing the blues. 

AMERICA WILL REBUILD IT WITH YOUR MONEY

As reported by the WSJ’s Ruth Simon. Brian Harmon just finished spending $330k to fix up his home in Kingswood, Tx when hurricane Harvey bathed the house in flood water. This is the 22nd time since 1979 that the house was flooded. REPEAT 22 TIMES. YES, SINCE 1979 thru last year, you (Uncle Sam) has coughed up $1.8 million dollars to rebuild the house that is worth $600,000. What kind of bull is this?  Are words that you typically hear in a bar full of stevedores now coming from your mouth?

Looking at the statistics, repetitive flood properties account for 2% of the 1.5 million that have flood insurance, but FEMA pays out 30% of their claims to these freeloaders. But that is not all. FEMA will even buy your house to alleviate further claims at above market price. Effectively, the risk of owning these properties is passed on to the government (us).

Once again as the story noted nearly half the frequently flooded properties have received more that their homes are worth. Because of FEMA insurance bad behavior is condoned by Uncle Sam. After Harvey 1850 homeowners have asked Harris County Flood Control Department’s buyout program to be put on the list.

US SUCKERS PAY FOR RISKY BEHAVIOR.

Oh we forgot to tell you that the Flood Program is under water to the tune of $25,000,000,000 not counting Harvey and Irma. The floodgates have opened once again and it is not unreasonable to expect another $25,000,000,000 to be added to the toll.

 

CROOKED HILLARY BOOK TOUR

We know a rat when we seen one. If it smells like a rat, looks like a rat, squeals like a rat, it must be a rat; a big fat one indeed. So now the book tour starts in earnest as Hillary tells her side of the most biased reasons why she got beat bad. Yeah sure she got the popular vote with the help of 3 plus million illegals and then some.

Think about the run-up to the general election, the Clinton campaign was hard at work in determining which candidate would be the most competitive. Was it Jeb Bush, Ted Cruz, Carly Fiorina or Scott Walker? Donald Trump was not even on their radar. Their thinking was that Trump was a joke, a buffoon, a cartoon character, who if he was to be the nominee Hillary would have no trouble pulverizing him to smithereens  in a head to head match up. Wrong?

Little did their brain trust realize that a self inspection was in order; for Hillary was not liked, she was a liar, could not be trusted and all the rest. But most of all Hillary was a killer, having killed Ted Stevens in Benghazi and the three brave men who guarded the embassy. Don’t forget the description of the embassy by the Clinton team; it was no embassy, just an outpost – they tried to belittle it and by doing that that would mitigate the protection that was on order.

Hillary skirted the arrest of the justice department because of the insiders and outsiders (Comey-Lynch) who protected her. If she won it would be business as usual.  We have not seen justice prevail. Time for the Sessions’s Justice Department to bring in the big guns.

Yesterday Clinton stopped at the Danbury, Ct Costco for a book signing. Very confusing why she wood stop in a Republican enclave. A smattering of protesters with “Hillary for Prison” signs and “Make American Great Again” were relegated to a street corner across from the store, where they blamed Clinton for the deaths of the four Americans in the 2012 Benghazi attack.

 With all narcissists there is a common thread; they believe that their faults are few and in between. They blame others, never to accept blame; truth to them is what they believe which is “they are a legend in their own mind.”

America has had enough of this Murderer. Lock her up for good.

NEVER FORGET THOSE WHO DIED ON 9-11-2001

A vicious ideology set the hijackers in motion. Their mission that seemed impossible a day before became reality on the morning of September 11, 2001. Not a person in America who was alive that day will ever forget those who perished. But we also must remember and be vigilant of those who live to carry on their mission. We know who they are. 

They have infiltrated our government, our schools, our neighborhoods.

In fact one was elected president of the United States. Their paradigm, a turtle philosophy of slow infiltration. Small towns and mega cities acquiesce to their demands; liberal judges affirm their requests. Look no further than London, Paris and Brussels. Sweden is another prime example of Muslim takeover.

Yes folks it is happening here, in Middle America and across the plains. Only you can stop this infiltration by standing tall against a credo of destruction. They will not be happy until America succumbs to the Caliphate.

God Bless those who perished on 9-11.

GOD SPARES MAR a LAGO

All of the progressive hate groups were wishing – not praying – because they don’t believe in God, that Hurricane Irma would destroy Mar a Lago. “Didn’t happen folks.” It was an active of Divine intervention.

The hypocrisy now is that the same progressive hate groups are asking President Trump to open up the resort to those who lost their homes, belongings and in some cases loved ones. Believe us, this is an invitation to looters, rapists and gang bangers.

TRUMP DEALS WITH THE RINOS

A stab in the back is rarely pleasant, but to be the recipient of one while mortal enemies are present is no laughing matter. This is called a learning experience; as the old saying goes “the enemy of my enemy may turn out to be my friend.” And this is the case with Trump breaking bread with the Libtards. He is putting the RINOs on notice that those who opened their big mouths in 2016 to get elected are liars; he calling them out. When push came to shove Obamacare lived for another day.

So here we have it; a three month extension to keep the government going, PLUS funds for the hurricane victims. Expect FEMA to be under water in short order. Who will bail them out? Of course WE, who else?

The cognoscenti have noticed the dollar diving off a steep cliff, gold ascending to new highs and the Euro, we thought it was dead and buried has suddenly come to life, rebounding about 20% against the greenback. We wonder if the 20 trillion in debt that is on the books is becoming an issue.

Back to reality. Republicans have done nothing since regaining Congress except collect their fat pay checks; welfare for the rich! Obama rolled over them like a Caterpillar, flattening one RINO after another. Compactors The likes of McCain, Romney, Ryan, a bunch of losers who hated Trump from the get-go. He beat them at their own game.  Trump is very much aware of the game these backstabbers play; they forced his hand, he outed them, the do nothing Republicans who can’t fight themselves out of a paper bag.

2018 election is at hand, many of these RINOs will find it difficult to hold onto their jobs. Maybe the others remaining will wake up and do the job they were hired to do; WORK. Expect Trump to campaign for those who can do the job we pay them to do.

THE WRATH OF CANES FURY

If Harvey wasn’t enough, now comes Irma with Jose to follow; Irma is the most devastating storm ever to evolve in the Atlantic. This storm is not the usual wind/rain affair it is better described as the mother of all hay makers. The storm battered the island chains lying in the Caribbean; Barbuda was a wipe out.

Onward and upward the storm has pulverized the Keys as it heads northwest toward Florida taking its toll along the way. Miami has escaped the head to head match-up that was originally expected.

Now it is Tampa’s turn,  Atlanta is next to see the beast of Irma do its thing which reminds us of Sherman’s march to the sea 150 years ago.

What has caused such wrath? Global warming is the usual suspect. This storm is no gully washer for sure. Would you buy a book from Hillary Clinton?  We forgot to tell you that she is  on a book tour! A picture with her backstage costs $1200. Let’s see, Slick Willie and she were involved the “pay for play” scheme while Secretary. Soon as she got her derriere whipped by Trump, the Clinton Foundation folded up like a cheap suit. You mean that the $300 million dollars disappeared of payola disappeared? No way.

Anything she tells you is suspect to the truth. Once a liar always a liar, a chronological liar at that. Caught time and time again with her pants down and mouth open, Hillary Clinton is always one step away from being fitted for bracelets and the mandatory government issued orange jumpsuit.

Come on President Trump, lock her up, jail the Bird. Hillary Clinton is a scam artist. Why is she on a tour in the first place?  . Does she need bail money?

Expect the unexpected! The world is full of those who SHOOT OFF with the mouth never to face the consequences. Yes we are talking about the Boyman goon of North Korea. For some reason the hair up his ass has triggered a high degree of animosity toward the United States; after all we have given him?. (sorry about the detailed description). Like a mad dog, foam urinates between his lips.

He will find out the answer to his prayers in short order. It will come when least expected, in the dark of night a dream come true will shutter his bunker bed.  An all spectrum suntan lotion will be no match for the blazing fireball of energy expected to vaporize KIM. The show of force not seen for seven decades will turn him and his phalanx into dust.

Previous administrations have thought best to give more and more sweeter candy to North Korean egomaniacs, grandfather, father and now son. Their succor has resulted in more hostility, bringing us to the Mother of all confrontations.

Back in 1994, President Clinton prepared to confront North Korea over CIA reports it had built nuclear warheads and its subsequent threats to engulf Japan and South Korea in “a sea of fire.”

Enter self-appointed peacemaker Carter: The ex-prez scurried off to Pyongyang and negotiated a sellout deal that gave North Korea two new reactors and $5 billion in aid in return for a promise to quit seeking nukes. Way to go Jimmie!

Clinton embraced this appeasement as achieving “an end to the threat of nuclear proliferation on the Korean Peninsula” — with compliance verified by international inspectors. Carter wound up winning the Nobel Peace Prize for his dubious efforts. Sounds like Obama!

But in 2002, the North Koreans ’fessed up: They’d begun violating the accord on Day One. Four years later, Pyongyang detonated its first nuke.

Now, the Obama administration (long content to kick the North Korea can down the road) says it will never “accept” a nuclear North Korea. Funny: The president said the same thing about Iran, then cut a deal that guarantees the ayatollahs go atomic.

MOAB upon MOAB will rain down on this impotent dictator come lately, finding that his pants turn yellow in a flash. There will be nowhere to hide. “Hands up don’t shoot” is not in the Jong Un lexicon.

In a series of tweets, President Trump threatened to halt all trade with countries doing business with the North, a veiled warning to China, and faulted South Korea for what he called “talk of appeasement.”

At this point in time “Mad Dog” Mattis is preparing for the worst, defensively and offensively. The reaction by us will most likely be offensive because to expect KIM to crater to our demands  is not on in his playbook. However, Trump is not a Jimmy Carter, expect him to put the clamps on trade with China and India too. This will certainly get their attention very quickly.

There is no time to waste here, there is a danger in patience. Lives are at stake, acting fast to prevent the ultimate calamity is a virtue. Are we to wait until a fireball erupts in South Korea, Guam, Hawaii or the Mainland?
